What Is Consumer Directed Services?

Consumer Directed Services, often called CDS, is a Medicaid-funded program that allows individuals to choose and manage their own caregiver.

Rather than having a home care agency assign someone to provide services, the individual receiving care takes a more active role in the process. They can select a caregiver they trust, establish schedules, and provide direction regarding how care should be delivered.

What Is Agency Care?

Agency care takes a different approach.

Instead of hiring and managing a caregiver directly, individuals receive services through a licensed home care agency. The agency is responsible for recruiting, training, scheduling, and supervising caregivers.

If a caregiver is unavailable, the agency often works to find a replacement. Administrative responsibilities, employment paperwork, and scheduling are typically handled by the agency rather than the individual receiving care.

For some people, this arrangement provides peace of mind and reduces the responsibilities associated with managing care.

The Benefits of Consumer Directed Services

The Benefits of Agency Care

Agency care may be a better fit for individuals who prefer less responsibility in managing caregivers.

Because the agency handles hiring, scheduling, and supervision, there is less administrative involvement for the consumer. Agencies may also provide backup staffing options when a regular caregiver is unavailable.

For individuals who do not have someone they would like to hire through CDS or who prefer a more structured system, agency care can be an effective solution.

Which Option Is Better?

The answer depends entirely on the individual.

Some people value the flexibility and control offered through CDS. Others prefer the convenience and oversight that come with agency-based services.

Neither option is inherently better than the other. The most important consideration is finding a support system that aligns with your goals, preferences, and daily needs.
