Advocating for Independent Living at the Missouri State Capitol

Advocacy is not optional when independence is on the line.

Recently, The Whole Person joined more than 20 Independent Living Centers from across Missouri at the State Capitol for MOCIL Day.

Independent Living means having the support needed to live in the community, not in an institution. Events like this help ensure those supports remain available for the people who rely on them every day.

A Strong Showing for Advocacy

This year, The Whole Person was proud to have 17 participants attend, including staff, consumers, and personal care attendants.

Together, we met with legislators to:

  • Share the impact of Independent Living services
  • Advocate for continued funding
  • Thank legislators for their support

These conversations matter. The services being discussed are what allow people to live at home, maintain employment, and stay connected to their communities.

Progress on the Missouri Budget

There is encouraging progress to share.

The Missouri House Budget has passed and now moves to the Senate, with changes expected to begin July 1, 2026 (Fiscal Year 2027).

The House Budget Committee restored critical funding for:

  • Self-Directed Supports Personal Assistance services
  • Provider Day Program rates

A Moment Worth Recognizing

During the event, TWP’s Clark Corogenes delivered a speech using a sign language interpreter to communicate with the audience.

Clark represented The Whole Person with clarity and confidence and received strong feedback from the MOCIL Planning Committee.
